10. To save what belongs to everyone
Interview with Francisco Molina Martinez
Maria Hilario*
Francisco Molina Martinez is a representative member of IU (United Left) in Zamora Town Hall, Zamora Spain. Zamora has 68,000 inhabitants and it is located 250 kilometres north west of Madrid. He is a mathematics professor, a member of the Spanish Communist Party and IU, an organisation that unites a number of left wing organisations. Currently, he is a Town Councillor of Zamora Town Hall and a Member of Parliament for Zamora.
He tells me that the reason for the two positions is not because of selfishness! It is because you can’t be a Member of Parliament if you are not a Town Hall councillor.
Martinez studied physical sciences and he passed the selection text to lecture in maths. Currently he is a retiree and he has more time for politics which he thinks is his real vocation!
MH: What measures are the government putting into place for the crisis? People on the streets are worried about the fall in their quality of life.
FMM: The Spanish government is applying the measures that are being dictated by the powerful in Europe; the bankers, the big owners of the land, the holders of great fortunes. They are applying measures much in favour of the ones who have the most and this is wrong. The crisis is happening because the money is accumulated at the top with the wealthy ones.
The popular class don’t have enough to survive and this popular class are the ones who must consume enough so the economy does not grind to a halt. Every working class family consumes less than a rich family but because the great majority are the working class these are the ones who move the economy. We need to have progressive tax systems where those who have more should pay more. We should also put a stop to the tax havens and shelters and that money be redirected to the pensioners and unemployed and for health and education. The government is doing the contrary; cutting working class conditions and these measures are producing indignation in a lot of people. The government is wrong and at times it admits to it.
I often give this example to people: “If a doctor gives a sick person the wrong medication soon he will see the patient is not improving but if on top of it they double the dosage the patient will get sicker”. This is what is happening in Spain because of the actions the government is taking.
What are the unions and working class saying about these measures the government is implementing?
The unions when everything was going well were applauding the capitalist system and acknowledging it had some faults, but they fell for their tricks and thought it was the best system in the world. Now they are opening their eyes and they see this society is false. On one side they could do business and on the other side the people were thinking it is the best system, better than other alternatives like socialism or communism.
The unions, when they realised what was happening, got a shock and they realised they needed the workers but the workers at this moment don’t trust the unions because they were allied with the employers and they signed agreements with many reductions in wages and conditions.
Now the unions are working hard to gain the trust of the working class because they need the workers and we are recycling ideas and adopting new measures. We are planning a peaceful revolution like the Arab Spring. We are organising big demonstrations and trying to remove this Popular Party (PP) government so it won’t stay the whole term in power, otherwise it may bury us alive. We are hopeful for a new force with a different program from the one they are imposing on us.
And what are the unions like CCOO and UGT recommending at this time?
Like I was saying before, the unions have to change and now they realise that the most important issue is to save what belongs to everyone. It is important that health remains in public hands, education too and that pensions are guaranteed and their finances are solvent and strong.
During the socialist government of Felipe Gonzalez in the ’90s he started to privatise health. It did not achieve anything. The debt is higher now than then. The unions now are acting in defence of and they are trying to protect and save the welfare of the state
What is the level of unemployment?
The working class has little money to spend, people are not consuming, the unemployed can not consume and in the last Labour Reform Law it allows the employer to sack a worker from one day to the next without payment or compensation.
Currently people are not spending even if they have a job because they are afraid they may lose their jobs and won’t be able to feed their families. In this situation the small business people do not sell and if they do not sell they do not order from factories and the factories are sacking employees and the unemployment rate is growing at a fast rate.
We are over five million at the moment and it will go to six million before the end of the year and of course the youth are the most affected and their rate is higher. Work has to be shared in today’s industrialised world and we should not allow unlimited hours of work for workers.
Is everything being privatised? What is public?
The three pillars of society to improve people’s wellbeing, health, education and pensions, they are not privatised yet because the unions are putting up a fight, but there is a danger in that they want to privatise the education system. There was a small sector of private education and it was always spoilt and promoted, boosted and defended by the PP and PSOE [parties]. But we still have a public education system of quality, prestige, solvency and reliability.
With health the PP tried to divert lots of operations to private clinics with the excuse that the public hospitals could not meet all the demands placed on them. This is the first step to dismantling the public system and making it private, the same as with the pensions. They want to reduce the pensions to minimum, unliveable levels so if people want to have money at their retirement they are promoting a system of private funds for pensioners. The same for health and education but what usually happened, those private funds are usually a fraud, usually they go bankrupt and it is the taxpayers, society, who at the end the pays! The PSOE tried to privatise the lottery system “El Godo” but no one came forward. The companies were bankrupt. They will privatise everything they can to make money.
And the GST, is it going to go higher?
The GST [goods and services tax] is an unjust tax as it is an indirect tax in the pyramid society. The number of rich people are less than the working class and a rich person consumes more than a working class one, but because it is larger the working class consumes more and if the GST goes up they are charging the working class. In Spain the GST was at 18%, now is going to go up to 21%.
But the worst is that like in other countries there was a reduced GST for certain consumer goods like books, medications, nappies etc. It was only 4%, now it is going up to 18% or 21% and this increase is not going to help. If a family everyday has less money and everything is more expensive, if before they couldn’t afford things, now they will have even less ability to consume. This will lead to a collapse of the economic system. This is the last hit to the working class, the increase in the GST of all consumer goods. There are no exemptions or exclusions; all consumer goods now carry a GST.
What is going to happen to the people who pay no taxes and where do they hide their money?
If there is less consumption, there is less revenue taken and so the revenue is less and less. The other way to reduce the deficit and to increase the revenue is to reduce expenditure. Like what are we doing in the Afghanistan war? We can save expenditure there. What are we doing feeding the Catholic Church, we can save there; what are we doing keeping up the royal family, we can save there.
There are many other areas of money wasting; especially nothing is done to protect the average citizen.
Our theory in IU is that the taxes have to increase progressively. People who earn more should pay more. Now the super rich only pay 50 percent but in the past in the crisis in 1929 they paid much more in the USA. According to our research in IU the black money that currently is in circulation is astronomical and it could save the crisis of all European nations. Spain has 500€ billion [in the black economy], more than any other European country.
There are two types of money that don’t pay taxes; one is the black money and the other is the hidden money in tax havens.
The president Mariano Rajoy has put in place an amnesty for anyone with black money to come forward and they will only pay 10 percent penalty to legalise the money and with this amnesty they won’t be charged legally. Recently they released the figures and only a few people have come forward.
When selling a unit or apartment and they did not charge the GST when they should, that money was not declared. A lot of the black money comes from the mafia, selling drugs, illegal arms trade, prostitution.
The tax inspectors are telling their managers “We need to catch the big fish and also we need more inspectors and to act in cooperation with the police because of the larger illegal amount of money we are talking about”.
When the capitalist crisis started, the affluent classes were better prepared to benefit themselves from the crisis and we see now that the sacrifices are made by the working classes of Greece or Spain.
Here in Spain, they always have ruled us, the political parties that supported the right wing in politics and the big fortunes, they always made the laws to suit themselves.
We need to pay taxes so the society in which we live has good services and good ways of communication, a well harmonised society. It does not happen in Spain.
What is the IU program for the province of Zamora?
IU was formed in 1983 and the same persons in the group have been meeting continuously every week and we analyse everything that is happening. This has given us a political culture and developed very important knowledge about the issues that affect people.
We are always in the streets demonstrating with the people, fighting for their rights. This has given us a high profile at a local level and in the last elections as a provincial capital – there are 52 provinces in Spain – we obtained in Zamora the largest percentage of votes per province capital for the IU. There were other cities in Spain but not capitals of provinces that obtained more IU representatives.

Abandonó el PP de Zamora al de Benavente?

presenta las siguientes

Antecedentes:

Obispado acepta la apertura de sus
templos, con la condición de que se contrate a quienes Ël dice.
3.-Así
las cosas a veces ocurrió que, con dinero público, contratara
4.-Descubierta
esta práctica por el Consejo de Cuentas
advirtió a

Es decir si se contrata con dinero de todos, las plazas deben salir a oferta
pública de empleo para que lse cubran reuniendo los requisitos de
transparencia, publicidad y capacidad.

bien, sin embargo, al Ayuntamiento de Benavente, no se le alertó de esto y el
Ayuntamiento de Benavente, a pesar de que el grupo Municipal de IU les
advirtió de ilegalidad, optó por contratar un año más, a quienes le dijo el
Obispo, y eso con dinero de todos y con contrato del Ayuntamiento.
Pues
bien, ante todo esto se pregunta:

Si la
misión de

resolver lo del ayuntamiento de Toro y no el de otros, es por enchufe con el
Diputado Sr. Prieto, dándole a usted
igual lo que le pase al Ayuntamiento de Benavente, a psesar de ser también
del PP sus mandatarios?

El
Diputado Sr. Vega ¿por qué no ha preguntado en Benavente, o aquí, qué estaba
pasando?
iv)
¿Es
usted consciente de que el alcalde de Benavente ha incurrido en una posible
prevaricación al incumpir la ley a sabiendas ya que previamente le informó
IZQUIERDA UNIDA de que no podia contratar con el dinero público a quien
quería un señor privado, por muy obispo que sea?
v)
¿Se va a
alertar y arreglar el mismo asunto del que hablamos, en lo que afecta a los demás Ayuntamientos que se encuentran
en análoga situación?

Se cargan el mundo rural diciendo que lo defienden
PRESIDENTE
DE LA
DIPUTACIÓN DE ZAMORA

de Zamora en representación de IZQUIERDA
UNIDA y en referencia al próximo Pleno presenta la siguiente
MOCIÓN DE URGENCIA

El
Pleno de
Pedir
a
|
RAZON DE LA PROPUESTA
1.-
Dicen desde la Consejería
de Agricultura y Ganardería, por voz del Delegado de la Junta en Zamora, Sr. Castro,
que suprimiendo unidades todo va a mejorar pues en casos el ganadero no tendrá
que desplazarse como hasta ahora, a Zamora, para “entregar una guía”.
2.-Pues
bien si esa era la carencia del actual servicio, que se amplie éste hasta
cubrirla, pero nunca que se cierren servicios.
2.-Es
verdad que eso supone más gasto, pero de eso se trata, de no dejar morir el
mundo rural por falta de inversión en él.
3.-
5.-La diputación debe preguntarse si estos cierres o
recortes de servicios es la forma que
tiene la Junta
de primar la importancia del sector agrícola y ganadero en la provincia de Zamora, que aún cuenta con un
considerable número de explotaciones agrícolas y un importante censo de cabezas
de ganado.
6.-
Y nos debemos preguntar también si tal
vez esta es la política de la Junta para mantener
población en el mundo rural y mejorar los servicios en los pueblos.
7.-Ante
los argumentos y justificaciones del posible cierre y/o merma de los servicios
–apertura de algunos días por semana- “para ser más eficientes”, “unificar para
prestar mejor servicio”… esgrimidas
por el delegado de la Junta
y el secretario general de la
Consejería de Agricultura y Ganadería, la Diputación debe pedir
a la administración autonómica que se deje de eufemismos y llame a las cosas
por su nombre, porque si la prestación de los
servicios pasa a ser temporal –días a la semana- esto supondrá una merma respecto al
actual para los agricultores y ganaderos.
8.-
Si la Junta se mantiene
en sus trece, la medida perjudicará a
los tres municipios y a su actividad, y
sobre todo a los agricultores y ganaderos usuarios de los servicios que se
vienen prestando en las tres citadas unidades, tanto en la pronta resolución de
las gestiones como obligándoles efectuar
desplazamientos hasta hoy evitados.
9.-Tampoco
se debe compartir el objetivo de ahorro de la Junta no sólo por tratarse de un servicio público
sino porque los gastos de locales donde
se ubican las unidades corren por cuenta de los ayuntamientos y el personal
funcionario seguirá siendo el mismo.

El PP de Zamora reduce las plazas de Bienestar Social
LA RESIDENCIA Virgen del Canto DE TORO
CADA VEZ MÁS CANIJA POR VOLUNTAD DEL PTE. MAILLO.
En efecto:
1.- A preguntas del diputado
de IU, la Diputada del Área de Bienestar Social informó de que:
2.- El número de plazas definitivas-es decir las que va a tener tras
las obras- es de 66 camas (35 en la 1ª planta y 31 en la 2ª).
3.- Más 5 camas en la enfermería, que en buena lógica deben estar
“libres” para poder ser utilizadas por quien las necesite ocasionalmente.
4.- El número de usuarios actualmente es de 67.
5.- La plantilla está en torno a 75, pero no lo recordaba bien.
6.- En consecuencia se debe saber:
i)
Que hasta
ahora habían dicho que las plazas que tendría la residencia eran 70.
ii)
Que por
tanto están haciendo “encoger” una residencia que podía tener 120 camas, sin
dejar de dar un buen servicio, es decir sin aglomerar camas en cada
habitación.
iii)
Que el que
haya 67 internos indica que se verifica la denuncia de IU de que si sólo se
oferta a los enfermos psíquicos que dependen de la Diputación, y no a todo
ciudadano simplemente mayor de edad, se va a seguir vaciando.
iv)
Todo esto
es un síntoma de la política de dejadez y abandono de servicio de bienestar
social que debe dar la Diputación.
v)
Lo que la
Diputación invierte en Bienestar Social es lo que le envían previamente para
ello, pero de fondos propios es rácana hasta decir basta.

El PP contra una ciudadana. Defendamos a NINES (BENAVENTE)
IU DESDE
1.- Por lo visto los concejales del PP
en Benavente han denunciado ante los juzgados a Ángeles Rábano Carro,
conocida por “Nines” por todos los benaventanos, y miembro de IZQUIEREDA
UNIDA , por insinuar que la “obra capricho” conocida como
2.- Como se sabe esa pasarela se
hundió antes de cumplir un año de vida. El motivo era que, o el lugar elegido
no podría soportarla o que la obra se hizo mal, o ambas cosas a la vez.
3.-Y se hizo porque los “ofendidos
concejales del PP” se empeñaron, contra la opinión general del pueblo.
4.-¿Pero es que el pueblo era listo y
ellos tontos?. No son tontos o tienen mal gusto. En absoluto. En el PP el más
tonto hace relojes, luego ellos mantuvieron su tozudez por algún motivo.
5.-Ellos, los mismos concejales que
se niegan a publicar sus bienes e ingresos ante la opinión pública
benaventana.
6.- El Diputado Provincial de IU, como
tal, los ha publicado en la web de
7.-Así las cosas se cae la pasarela,
que encima había costado un pastón, y el pueblo se indigna y sale a la calle
espontáneamente, a pedir justicia.
8.-Entonces “Nines” , megáfono en
mano, grita lo que todo el mundo piensa; pura y simplemente. (Veáse en ese
sentido
9.-Y “Nines” LO GRITA PORQUE ESE ES EL
SENTIR GENERAL INCLUSO EN TODA ESPAÑA. (CASO Bárcenas: el PP recibe dinero de
las empresas a las que se les conceden obras).
10.- Que ahora arremetan contra
ella para, si ganaran el juició, decir “que no han roto un plato”; ellos que
no quieren enseñar las vajillas que tienen en casa, es hasta un acto de cobardía.
11.- Que se de la chamba de que la
empresa fuera contratada desde Valladolid, ¿Y qué? La que iba a hacer el
Palacio de Congresos en
12.-Pero es que la consolidación de
los cuestos años atrás la hizo HERTASA. Y no digo más.
13.-Y ARCEBANSA, por volver al anexo
(es la de la obra del Teatro Ramos Carrión), tiene un poderío sospechoso en Zamora.
Por no hablar de Ortiz, la otra que trabaja en el Teatro “Ramos Carrión”, que
no se si es
14.-Por tanto que Nines, gritara lo que
respiró entre la indignacióin popular es normal y querellarse contra ella es
como si un arbitró se querella contra el tendido Sur porque le han llamado
“hijo puta”, con el argumento de que no pueden demostrar que su madre es
puta.
15.-Por cierto se va a querellar el PP
del Ayuntamiento de Benavente, a través de éste, contra la empresa que hizo
la pasarela por si la hizo mal y por eso se cayó tan de prisa?

UNA ”PEPADA”? UN CAPRICHO DE CACIQUE QUE TÚ
En efecto:
1.- Lo de Benavente, con el
hundimiento de un pasarela de 900.000 € que encima nunca fue necesaria, lo
dice todo y lo dicen los compas de allí.
2.-Pero es que lo del presunto y
presuntuoso Palacio de Congresos de Zamora ,es algo similar e incluso más
caro para el pueblo.
3.-Vicente Herrera –Pte de
Castilla León, va al Instituto
Universidad Laboral de visita y ve el fenomenal teatro que tiene y que está
en fase de deterioro por abandono.
4.-Decide arreglarlo, y en vez de
limitarse a eso, camufla la obtención del dinero con un macro´proyecto
absurdo (el palacio de congresos iba a ser subterráneo).
5.-Como eso suponia cargarse un bello
patio docente y unas instalaciones educativas, primero segregan la 5ª parte
del instituto, haciendo que pase a ser de
6.- Empiezan la obra por el tejado
(haciendo un ahujero gigante para el monstruo) y cuando se quedan sin dinero
se rinden. (eso si, no sin antes tirar el dinero en el bolsillo de empresas
“simpatizantes”)
7.-En consecuencia, a parte de lo
pagado ya, el tapar el agujero cuesta 500.000 €.
8.- Y el teatro sigue deteriorándose.
9.-Y parte del Institutpo continua
perteneciendo a
10.-Por ello IU va a exigir a
11.- Lo de la plaza de atrás del
teatro Ramos Carrión (que hay que bajarla de nivel), y las taquillas del
mismo teatro, que hay que tirarlas, son otras sendas PEPADAS , estas del gran
Maillo, Pte de
12.-Pueblo ¡¡¡levantate!!! como en
Benavente.

¿Es esto legal?
PRESIDENTE
DE LA
DIPUTACIÓN DE ZAMORA
FRANCISCO MOLINA MARTINEZ, Diputado Provincial
de Zamora en representación de IZQUIERDA
UNIDA y en referencia al próximo Pleno presenta la siguiente
MOCIÓN DE URGENCIA

El Pleno de la Diputación de Zamora ACUERDA (Si lo vota el PP):
Que se pregunte
o eleve solicitud de informe jurídico al Consejo Consultivo de Castilla y
León sobre si es legal o correcto, que esta Diputación pague a funcionarios
por realizar trabajos para entidades externas a la propia Diputación, aunque
esta tenga participación en ellas.
Tales como en la
Sociedad Mercantil para el Desarrollo de Zamora (SODEZA). O en el consorcio
IFEZA. O en el Instituto Hispanoluso “Rei Afonso Henriques”. O En el
Consorcio Provincial de Residuos Sólidos. O el de Bomberos. Patronato de
Turismo O cualquier otro que no siendo la Diputación en él si trabajen o
colaboren funcionarios de la Diputación a cambio de dinero que se paga bajo
el concepto de “productividad”

RAZÓN DE LA
PROPUESTA
1.- Parece
evidente que una vez que se crea una sociedad o consorcio, que no es la
Diputación propiamente dicha, ese nuevo ente debe dotarse de sus propios
trabajadores pues de lo contrario no tendría sentido su creación.
2.- Es más en
IU estamos en contra de este tipo de entes satélites (en lenguaje Rajoy) porque
una vez creados se saltan a la torera las normas de selección del personal,
haciéndolo a dedo.
3.-En paralelo
nos encontramos con que algunos funcionarios reciben pagos en productividad por
tareas realizadas en, o referidas, a estos “entes satélites”.
4.- No parece
de recibo, entre otras cosas, porque eso sirve para hacer trampas. Tómese de
ejemplo el caso de SODEZA donde al menos 3 funcionarios han recibido dinero por
distraer su atención a esa Sociedad Mercantil, con lo cual las cuentas de ella
se convierten en falsas ya que no se le imputan gastos que deberían obrar en su
debe.
5.- Todo esto
pues, hace evidente la necesidad de apoyar esta moción
